Medicaid/Pharmacy Access


Proposed cuts in Medicaid pharmacy reimbursement and inadequate state dispensing fees are threatening the health and safety of millions of Americans by driving independent community pharmacies out of the Medicaid program, and even out of business. Proposed regulations issued by the Centers for Medicare & Medicaid Services on December 15, 2006 will result in pharmacists being asked to dispense Medicaid prescriptions, on average, at 36% below their cost, according to a report from the Government Accountability Office (GAO).

The information below provides tools for pharmacists to comment to CMS on proposed regulations defining Average Manufacturer Price, as well as efforts on the state level to enact fair dispensing fees. This includes the GAO analysis on the impact of Medicaid cuts, results of a national study on pharmacy dispensing costs, model state dispensing fee legislation, a template for comments on proposed Medicaid regulations (due to CMS before February 20), and other tools to help pharmacists take direct action to prevent millions of Medicaid recipients from being denied access to their local community pharmacist.
